So US sanctions are more or less footguns right?

I mean like US sanctions on China, which prohibits NVIDIA chips from being sold to them, China is compelled to become independent of them. Consequently, China can now manufacture and sell affordable alternatives, flood open source cheaper AI models either with or without distillation.
