You will probably use the best interface for the task at hand, all having connection to the same information and agents, there is no one winner. I personally suspect that something like Jira/Bitbucket/GitHub will increasingly become a primary interface with the agents doing the coding in the background. I'll review stories, plans, tests, diffs, and PRs while occasionally looking at the code more thoroughly through something like an IDE. Keep in mind if agents do more of the grunt work, you will spend more time in the management tools and interface with the user / business sides of the company, which will not adopt the two tool options in your title.
