How do you get a number which isn't linked to your PII

If someone is in a country where you have to register yourself how do you circumvent that?

Guess it depends on what kind of number.That said, for any interesting kind of number I can think of, I can see some legit use-cases, but I can also see a lot more non-legit use-cases...
